                                        TOM ANGOTTI
Zoned Out: The Housing Crisis and Realistic Solutions
City Planning, Zoning, and Public Land Ownership

Using New York City as an example, Zoned Out, a book by Tom Agnotti and Sylvia Morse, offers strategies to address inequalities, promote authentic community-based and city-wide planning, and develop housing in the public domain. The authors developed case studies of neighborhoods where rezonings have reproduced historic patterns of racial discrimination and separation. We will talk about "affordable housing," and how even that category is not affordable to those most in need of housing. Invisible forms of redlining have surfaced in recent years, and market-based "solutions" kick the can down the road but do not address the housing crisis or the systems that perpetuate it. This program will look at realistic solutions that transcend the "market" straight jacket.
Tom Angotti is professor emeritus of Urban Policy and Planning at Hunter College and the Graduate Center, City University of New York. He directed the Hunter College Center for Community Planning and Development and is also adjunct professor at Parsons and The New School. Agnotti is the author of New York for Sale: Community Planning Confronts Global Real Estate, which won the 2009 Davidoff Book Award.
